ICSI to introduce Open Book Examination for professional courses

The Institute of Company Secretaries of India (ICSI), New Delhi is all ready to add a new examination, namely Open Book Examination, of elective subjects (Paper-9) in module III of professional programme from June 2014.

Professional programme offers five elective subjects:

  •     Banking Law and Practice
  •     Capital Commodity and Money Market
  •     Insurance Law and Practice
  •     Intellectual Property Rights - Law and Practice
  •     International Business - Laws and Practices
Out of all these five subjects, the student needs to select any one subject, according to the interest, ability and career goal.



Although in all the other subjects, the students will be examined as per the traditional examination pattern.

This move has come up in order to impart and develop skills of creative thinking, problem solving and decision making among students of professional programmes. Also, to assess the analytical ability, deep understanding of facts, conceptual knowledge and mastery, this has been introduced.

In OBE, the candidates will be able to consult their study material, class notes, textbooks, Bare Acts and other relevant papers while they attempt the answers. The emphasis is to shift the candidates' memorising and mugging skills to understanding the subject properly and applying it.
The success in this examination will depend on the candidate's ability to identify inherent issues, application of various techniques, laws, principles etc, unlike a traditional exam that focuses on how much information the candidate has been able to store in his mind.

The new exam pattern will be as follows:
Each question paper would contain six questions carrying 100 marks. Question 1 will contain 50 marks and would have to be answered in 3000-4000 words. Question 2 will contain 30 marks and will be based on the study of regulatory framework related to the subject and Question 3, 4, 5 and 6 will be five marks each, covering important topics of the syllabus.
